Director General Nigerian Civil Aviation Authority (NCAA) Captain, Chris Najomo, says transparency, efficiency, and accountability in
procurement are more critical than ever in achieving optimal performance in the aviation sector.

Najomo who made this known at a Symposium on Procurement Processes in line with Bureau of Public Procurement (BPP) in lagos said it is a vital platform to align the Agency procurement strategies with the
BPP guidelines, international
best practices, and the overarching national vision.

He said the heart of the vision is President Bola Tinubu’s Renewed Hope
Agenda, which seeks to reposition Nigeria for economic
prosperity, infrastructural development, and good governance.

Najomo, said the aviation sector plays a pivotal role in achieving the
national objectives, adding that procurement processes must be
efficient, transparent, and revenue-driven to support the vision.

The DG, noted that in line with this and to achieve the Honourable Minister of Aviation and Aerospace Development’s 5-Point Agenda which provides a clear roadmap for the sector’s transformation, with optimizing
revenue generation for the Federal Government as a major
priority, procurement practices must
eliminate waste, curb corruption, and ensure value for money,
ultimately leading to increased government revenue and
improved service delivery.

He said in the Aviation Sector, procurement
decisions affect airport infrastructure, air navigation services,
safety regulations, and operational efficiency, adding that if done right, it’s has power to attract investment, enhance service delivery, and maximize revenue for the nation.

Najomo also said as a regulatory agency, the Nigerian Civil Aviation Authority
(NCAA) fully aligns with the principles to promote efficiency, prevent financial mismanagement, and ensure compliance with national policies.

He however said beyond compliance with local regulations, procurement in aviation must also align with global standards set by organizations such as International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), the World Bank and other International Development partners.

The NCAA DG, explained that to integrate the best practices, the Agency must improve efficiency, reduce corruption risks, maximize the impact of every procurement decision on the aviation sector’s growth, capacity building, strengthen monitoring and compliance, Leverage technology, foster inter-agency collaboration with BPP, anti corruption agencies, and development partners.

He urged all stakeholders in the aviation sector to remain committed to the principles and work collectively towards a future where
procurement serves as a catalyst for growth, innovation, and national progress.
